The Department of Environment issued a Cease and Desist Order (of all construction and renovation) to my property management company for several lead paint and work standard violations. There are children who lives in our building. If their blood level is high, can the landlord be sued?

Landlord or contractor, if their actions can be positively linked to exposure. Typically situations like this are based on failure to properly dispose of paint reside. It is considered proper to leave lead paint undisturbed if it is not flaking, so simple existence of the paint is not a violation. In renos, there are very strict procedures in place to remove and dispose of paint, far stricter than needed to prevent exposure to tenants.
Lead exposure needs very long term exposure to be an issue.
